Quetta Electric Supply Company (QESCO) is one of Pakistan’s largest electricity distribution company. It supplies electricity of the largest and the most challenging province of Pakistan.
QESCO emerged out of WAPDA in 1990s. Before QESCO the Area Electricity Board (AEB) Quetta (an operational wing of WAPDA) was responsible for the electricity and bills management in Balochistan. Actually this AEB (Area Electricity Board) Quetta evolved into QESCO.
Today, QESCO serves millions of electricity consumers across 33 districts of the biggest province of Pakistan. Under the Ministry of Energy (Power Distribution), QESCO is regulated by NEPRA.
Organizational Structure of QESCO

QESCO is led by Board of Directors and the Chief Executive Officers. And this hierarchical structure is supported by key functional divisions like Operations, Finance, Human Resources, Customer Services, Planning & Development, Legal & Regulatory Affairs, and Technical Engineering.
Each division plays its pivotal role in the proper functioning of the whole organization. Each of these divisions is expert in its own role, such as: distribution operations, grid maintenance, billing, corporate governance, and strategic developments.

- CEO: Engineer Yousaf Shah Khan is the CEO. On May 01, 2024, NEPRA (National Electric Power Regulatory Authority) appointed him as the Chief Executive Officer (CEO) of QESCO.
- Board of Directors: This is the top level hierarchy. It is responsible for providing strategic directions, ensuring transparency, and regulatory compliance.
- Chief Operating Officer (COO) manages the system operations, and feeder performance.
- Chief Financial Officer (CFO) is responsible for managing budget, revenue streams, subsidies, and other financial matters of the company.
- Chief Human Resources Officer (CHRO) guides new recruitments, and initiates employee welfare programs. Moreover, he is responsible for workforce development.
- Chief Technology Officer (CTO) / Chief Engineer supervises the grid development, system reinforcement, smart metering, and technical loss reduction.
- Director Operations keeps maintaining the smooth functioning of field operations, and grid stations.
- Director Finance prepares financial reports, and does audits and compliance.
- Director Planning & Development prepares plans for the growth and modernization of QESCO, so that the company can meet the needs of the growing population. He overlooks the new grid projects, feeder rehabilitation, and smart grid initiatives.
- Director Customer Services deals with billing, consumer care, digital facilitation, and complaint resolution.
- Director Legal & Regulatory Affairs handles policy compliance, legal matters, and NEPRA regulatory submissions.

QESCO Electrical Infrastructure
QESCO electrical infrastructure is one of the largest, and the most expansive power distribution network in Pakistan. It is designed to serve the largest land area of Pakistan which has a difficult terrain.
This electrical infrastructure has a wide network of grid stations, extensive 132kV and 66kV transmission lines, and thousands of distribution feeders. It has an ever-growing base of service connections that supply electricity to residential, commercial, agricultural, and industrial consumers.
Because of the growing population, the energy needs of the province are increasing day by day. To meet these increasing energy demands, QESCO has launched major Network Modernization Initiatives for 2026.
These initiatives include: introducing Smart Meters in the whole province, Feeder Automation for better load management, SCADA integration to monitor real-time system performance, and GIS-based asset mapping to enhance planning and fault-location accuracy.
QESCO follows strict safety protocols. It has an advanced Outage Management System (OMS). This OMS helps to detect the damaged site locations, and quickly restore them.
QESCO has introduced many Preventive Maintenance Programs which are aimed at reducing the technical losses, and ensuring uninterrupted power supply. Through these initiatives, QESCO continues to strengthen its infrastructure.
